    Hey,
    I use soundforge 6 and adobe premiere to edit audio. Can anyone tell me how to make dialogue sound like its over the phone with these or some other freely available
    tool(s)?

    Sounforge should have filters.
    Use a bandpass filter, relatively narrow. You can move the band peak around, but try somewhere around 200-400Hz to start.
